Educational futurism: what the innovative universities of the future will look like

The development of science and technology is one of the key factors in Russia’s competitiveness in the global market.

Supplying companies with the latest developments, the innovation sector can become a powerful driver of the country's economic growth. Today, innovative science and technology centers (ISTCs) have become platforms where the planes of science, business and education are integrated with each other. Such centers simultaneously serve as a training ground for qualified personnel, a scientific cluster and an incubator for the development of promising technological projects.

In the context of education, ITCs representan environment where students can immerse themselves in the work of research teams, the real activities of companies, and most importantly, in a community where new ideas are easily born. A university is not only students and teachers, but also horizontal connections between a student, teacher, business, partners, administration, scientists; it is a shared ecosystem, communications and values. This is the ability to think globally and act individually, focusing on the personality of an individual person - it is attention to a person that has become the main principle of the work of modern ITCs.

This format first appeared in the USA whenStanford University invited tech companies to place offices on its territory - and thus the famous Silicon Valley was born. In Russia, similar sites began to appear in the early 2000s, the most famous examples of successful implementation are the Skolkovo innovation center, Phystechpark in Moscow and Innopolis in Kazan. But with the appearance in 2017 of the Federal Law "On Innovative Scientific and Technological Centers", a number of such initiatives appeared in our country, which are now actively developing. Among them are projects focused on a specific area, such as Moscow's Mendeleev Valley (chemistry), Tambov's Michurinskaya Valley (agriculture) and Nizhny Novgorod's Quantum Valley (quantum technologies), as well as interdisciplinary centers, the most ambitious of which are we will tell you more.

ITMO Highpark

ITMO Highpark is a comprehensivescientific, educational and innovation center, which is being created on the basis and on the initiative of ITMO University. It is being built on the territory of the satellite city Yuzhny in the Pushkin district of St. Petersburg. The project budget is 41 billion rubles: it is mainly federal funds (53%), as well as the budget of St. Petersburg (12%) and private investments (35%). The sphere of interests of the project will include: intelligent technologies and cyber-physical systems, photonics and quantum technologies, biochemical technologies. The specificity of the project markets is associated with urbanism, smart cities, the development of new spaces and extreme territories, virtual worlds, as well as the creative industry.

According to construction plans, on an areaOn 87 hectares, a second ITMO campus will appear with science and technology centers, an academic building, hostels and a 41-hectare sports complex. The business component will be represented by the Tehdolina with a preferential tax regime for residents (the planned INTC zone in accordance with Federal Law No. 216 of July 29, 2017) and a business park, where the National Urban Center and Data Processing Center will appear, as well as objects of business and socio-cultural development ...

For education at ITMO Highpark to be formeda new approach: for undergraduates and postgraduates (it is expected that there will be about 3,600 people), the stake will be placed not on a separate specialization, which in the classical sense the student chooses once and for all, but on the "mixing" of disciplines, cross-cutting technologies and interdisciplinarity, on the development individual trajectory of each student. The center of education will be a person with his own unique profile. And the project itself is positioned as an ecosystem for the development of talents, quality of life and capital. Students will be given great freedom in choice: their path of development will be based on their own interests, their behavior on the Internet, academic and non-academic preferences.

In scientific terms, ITMO Highpark will act as a centergeneration of new knowledge and its commercialization. New technologies and solutions will be developed on the basis of the R&D centers of resident companies of the ITMO Highpark Tech Valley, as well as the laboratories of the Second Campus of ITMO University.

ITMO Highpark plan

As part of the complex project ITMO Highpark alsoa new science museum and Art & center will be developed. Science, aimed at creating projects at the intersection of science and art. ITMO University has been running a master’s program of the same name for several years now, where students study creative and design thinking and form a new perspective on scientific discoveries and objects of art.

Construction of the project infrastructure is plannedstart at the end of 2020 - beginning of 2021; the first stage (ITMO's second campus) will be completed in the first quarter of 2022. Completion of project construction is 2027.

Sparrow Hills

The idea of creating a scientific and technological center on the basis of Moscow State UniversityValley appeared five years ago. The concept of the project was supported by Vladimir Putin, and in 2019 a decree was issued on the creation of the Moscow State University INTC under the name “Sparrow Hills,” which was given the status of a Moscow technology park.

On the basis of "Vorobyovy Gory" it is planned to create sevenlarge-scale clusters: biomedical, nanotechnological, robotic, IT and mathematical modeling clusters, space exploration, earth sciences and interdisciplinary humanitarian research. Will be built: cryogenic storage of cells of living beings "Noah's Ark", the project of the network of robotic telescopes MASTER and the supercomputer "Lomonosov" - one of the most powerful in the world.

The territory of the Technological Valley of Moscow State University occupies100 hectares, they will house laboratories, research centers, educational buildings, business incubators, a campus for teachers, students and university guests. In addition, it is planned to build museums, concert halls and a sports complex.

The main task of the center is to developtechnologies in demand and their introduction into real production, in fact, the creation of a close connection between science and business. It is assumed that this will allow researchers to better understand the real needs of the market, and companies - to use the developments of the research and intellectual capacities of the university. It is already known about the participation in the project of such corporations as Gazprom, Rusnano and Rosatom.

Construction of the Moscow State University Technological Valley began last year and is scheduled to be completed in 2023.

Akademgorodok 2.0

Akademgorodok 2.0 has become a kind of reboot of the Novosibirsk Academic City, which is being created on the basis of the principles of openness, free-thinking, interdisciplinary orientation and scientific attitudes of a new generation.

The Science City profile connects projects in the regionsbiotechnology, photonics, mechanical engineering, nanotechnology, medicine, metallurgy, aviation and many others. A special role in the development of Akademgorodok 2.0 is played by projects of the megascience class - the Siberian ring photon source (SKIF) - a synchrotron radiation source that has no analogues in the world - as well as the accelerator complex with colliding electron-positron beams Super S-Tau factory and center of genetic technologies ...

SKIF - Siberian ring photon source

The central point of the concept of the new INTC ismaximum openness: for example, it is planned to attract foreign students, undergraduate and graduate students from other regions, international specialists and partners to training and cooperation. According to forecasts, by 2025 the number of Russian students studying in the Novosibirsk center will double - up to 12 thousand people, and foreign students - three times (up to 3 thousand).

The update will also affect the appearance of the town: In addition to infrastructure for education, science and business, the center will have multi-storey and low-rise residential complexes, an extensive transport network, including paths for pedestrians and cyclists, medical and social infrastructure.

The project has multiple planning horizons. The short-term is limited to 2024 - by this time preparations for the launch of the accelerator complex and experimental stations of the first stage of SKIF will be completed. The mid-term covers the development of the center until 2035 - during this period, the proceeds from the project's activities should reach 330.2 billion rubles. Finally, long-term plans are aimed at continuous sustainable development of the territory of the science city without limiting the period of activity.

"Sirius"

Sirius is the southernmost of the new ITCs: it is being built in the Imereti lowland of the city of Sochi. The concept of the project is closely related to the renewal of the territory: for example, the program for the creation of the INTC involves the renovation of the Olympic Park, which includes a sports cluster, a large biopark, a city of craftsmen and theme parks dedicated to science, culture and art. The entire infrastructure of the project is formed according to the principles of a smart city: in particular, in order to reduce wind pressure, the laws of aerodynamics are taken into account in planning decisions.

University campus of INTC "Sirius"

Now Sirius is an educational center fortalented children from all regions of the country, but soon the project will be expanded to a separate municipality with research centers, a university and a technology innovation zone, for whose residents a preferential tax regime is provided.

Sirius' scientific potential encompasses technologyartificial intelligence, machine learning and robotic systems, cognitive research in education and life sciences: genetics, immunobiology, biomedicine and computational biology. Like ITMO Highpark, Sirius aims to combine science, education and business with the sphere of creativity and art; according to the idea, it should become the center for the formation of a new creative class, support for talented youth and investment in promising projects.

Following the success of Silicon Valley, largeinnovative technological platforms have begun to be created all over the globe - and the growing interest in this format in Russia indicates the country's readiness to bring its scientific potential to the world level. The concentration of research capabilities, modern developments and a special innovative environment aimed at constant development and generation of new ideas should turn these projects into centers for training highly qualified specialists for various industries - perhaps the very universities of the future.
