Operators will be forced to certify biometric systems for eSIM sales

Two sources who attended a meeting on the implementation of eSIM technology on July 24 told the publication about this.

Deputy Head of the Ministry of Telecom and Mass Communications Oleg Ivanov,who held the meeting, stated that the launch of operator systems had not been agreed upon with the ministry, and to identify subscribers, they needed to connect to the Unified Biometric System (UBS) developed by Rostelecom. The Ministry of Telecom and Mass Communications believes that in order to use biometric identification systems for operators, it is necessary to certify them; EBS also meets existing information security requirements, Ivanov confirmed to the publication.

Let us remind you that the sale of eSIM with ownMTS, Megafon, VimpelCom and Tele2 began identification methods during the pandemic - for this they use a special mobile application that requires uploading a passport photo and a selfie, the publication writes.

It was decided at the meeting that the eSIM will bedevelop in Russia in parallel with the introduction of domestic cryptography, and platforms for managing virtual SIM cards should be located in the country.

Also following the meeting of the Ministry of Telecom and Mass Communicationsagreed that for identification when using eSIM, a simple electronic signature will be sufficient, subject to confirmation of subscriber information using the Unified Identification and Authentication System (USIA) and EBS.
