Rosreestr together with Innopolis University will create "digital lands"

From departmental services to an integration platform

Innopolis University, where the IT university teampresented him with a project for a comprehensive remote monitoring system. We are talking about creating an integration and information platform that would allow us to work with a huge amount of data and provide convenient and practical services for people, businesses and authorities. Unlike the current situation, when a specific department is responsible for almost every government information resource, such a platform could consolidate the efforts of various structures and unify work with data. First of all, it was about the use of land resources. Mikhail Mishustin instructed Rosreestr to discuss data digitization with the Innopolis University team.

On July 22, the head of the Federal Service paid a visitstate registration, cadastre and cartography of Oleg Skufinsky at Innopolis University. Its main goal was a closed meeting with representatives of the three regions of the Volga Federal District and IT specialists of the university.

In addition, Skufinsky was shown the currentInnopolis University projects - a 4D geoinformation model of Tatarstan and a new integrated system for remote monitoring of economic activities of the Volga Federal District. For cartography and operational monitoring, Innopolis University specialists used their own and third-party developments: unmanned aerial vehicles - tiltrotor, quadcopters, remote sensing of the Earth - subsoil use, quarries, hydroelectric power plants, and so on. They also studied the experience of Roskosmos, Rosreestr, Roskartografiya, regional executive authorities.

Integrated remote monitoring systemeconomic activity of the Volga Federal District unites several sectoral monitoring subsystems: forest fund and forestry activities, agricultural land, waste management, subsoil use and real estate. Technological solutions are based on aerospace data from Earth remote sensing. The agricultural land monitoring service has already been launched, the rest of the project is under development. Monitoring of the state of the forest fund and forestry activities was selected as a pilot subsystem for combining data from three regions: the Republic of Tatarstan, Samara and Nizhny Novgorod regions. Innopolis University as a technical operator of the entire complex system summarizes the data of the regions, this stage is planned to be completed by September 1, 2020.

At the suggestion of Prime Minister Mikhail Mishustin, which was announced on July 9, we plan to study in detail the work of regional teams from the Republic of Tatarstan, the Nizhny Novgorod region, the Samara region. Creation of high-quality service in the interests of people, business and the state, increasing the efficiency of involving land in circulation is an important and priority task facing Rosreestr, "Oleg Skufinsky said following the meeting.

According to the head of Rosreestr, within two weekshis colleagues and representatives of the regions will draw up a detailed project development plan for the pilot zone where land resources will be digitized. The document will take into account regional experience and the logic of project development. In particular, the creation of services for people, enterprises and authorities.

“The pilot project includes three regions -continues the Scufinian. - At the same time, the Republic of Tatarstan has a leading position, because the team of the University of Innopolis acts as an integrator of the project. A team from Tatarstan has already shown forestry services, various tools that allow evaluating efficiency and identifying reserves for improving it. In fact, Tatarstan has two roles - an integrator represented by the Innopolis University team, and the implementation of a project with an emphasis on the forestry complex. "

The head of Rosreestr notes that it is important to move away fromthe previous state of affairs, when departmental information systems play a key role in the provision of services. Whereas an integrated approach will make the work of services more unified and practical.

“It is very important that the project of an integrated systemremote monitoring, the very project that Rosreestr is forming as part of the execution of the instructions of the chairman of the project, has led to the creation of a single information resource, sums up Skufinsky. - Our goal is high-quality data, on the basis of which an integration and information platform will be created. And already on its basis, we will do, together with Rosreestr and the governors, the services that are needed. The key mission of this project is the integration of information resources and, on their basis, the creation of services for people, business and government bodies. "

About full scaling of the project for everythingIt is too early to speak of the country's territory, adds the head of Rosreestr. First of all, because there are great risks not only financial, but also technological. In addition, a huge territory with its own geographic and technological characteristics can become a significant obstacle to the implementation of such projects. But the first result in the framework of pilot projects will be demonstrated within a year and a half. And Rosreestr will be able to draw certain conclusions regarding the scaling of the project on the territory of the Russian Federation by May 2021.

Pioneers in digitalization

For Innopolis University, this story is notis unprecedented. For four years now, the university team has been working on the creation of a 4D geoinformation platform. In addition, the project “Digital Model of the Republic of Tatarstan” was implemented.

“With the support of the President of the Republic of TatarstanRustam Minnikhanov, we implemented the project “Digital Model of the Republic of Tatarstan,” says Iskander Bariev, Vice-Rector - Head of the Department for Project and Research Activities. — The federal authorities liked the developments that we have, and on their basis it was decided to implement a project for the entire Volga Federal District. Innopolis University cooperates with the Nizhny Novgorod and Samara regions, where responsible ministries, companies and structures provide us with data for further consolidation. The university team united and motivated three different entities. At the meeting we saw that we have common goals in the field of territorial management.”

Project “Digital Model of the Republic of Tatarstan”Innopolis University was created as part of the Aeronet roadmap using computer vision and machine learning for image analysis. Since June 2019, a cloud-based geoinformation platform has been put into operation for services for monitoring security zones, recognizing capital construction projects, monitoring forest changes, and agriculture. University specialists also developed services for monitoring changes in forest vegetation in seven regions of Russia: Nizhny Novgorod (124 thousand hectares), Samara (43 thousand hectares), Kirov (468 thousand hectares) and Irkutsk (1.2 million hectares) regions, Khabarovsk region (188 thousand hectares), the republics of Bashkortostan (1.8 million hectares) and Tatarstan (1.2 million hectares - the entire forest fund). 

According to Bariev, Tatarstan was originally onspearhead of this problem. First of all, because Innopolis University has long and closely engaged in data digitization - a service that is now more in demand in Russia than ever. In different regions, specialized ministries, departments and structures are engaged in this issue. And Innopolis University will act as a consolidator of these efforts. The key goal is to create a diversified platform that could capture all the data, validate it correctly and issue it for further analysis.

“We have already shown to our leadership howthe system works at different stages of development. If we are talking about public history, then by the end of the year we plan that the project will reach its final stage, when we can show all the problems, demonstrate how we monitor them and how we quickly respond to them, in terms of quarries, forestry, agriculture and etc. Then we will present the project publicly, ”Bariev concludes.
