Operators will be forced to certify biometric systems for eSIM sale

This publication was told by two sources who attended the meeting on the implementation of eSIM technology on July 24.

Deputy Head of the Ministry of Telecom and Mass Communications Oleg Ivanov,who chaired the meeting, said that the launch of the operators' systems was not agreed with the ministry, and to identify subscribers they need to connect to the Unified Biometric System (UBS) developed by Rostelecom. The Ministry of Telecom and Mass Communications believes that in order to use biometric identification systems of operators it is necessary to certify them, while the EBS meets the existing requirements for information security, Ivanov confirmed to the publication.

Recall that the sale of eSIMs with their ownmethods of identification MTS, Megafon, VimpelCom and Tele2 began during the pandemic - for this, a special mobile application is used, which requires uploading a passport photo and a selfie, the newspaper writes.

It was decided at the meeting that the eSIM will bedevelop in Russia in parallel with the introduction of domestic cryptography, and platforms for managing virtual SIM cards should be located in the country.

Also, following the meeting of the Ministry of Telecom and Mass Communicationsagreed that for identification when using eSIM, a simple electronic signature will be sufficient, provided that the subscriber information is confirmed using the Unified Identification and Authentication System (ESIA) and the EBS.
