Russian users will be able to remove pre-installed applications

The Ministry of Digital Development has developed draft amendments to the government decree on pre-installed domestic

software. According to the project, manufacturers of smartphones, tablets, computers and TVs with the Smart-TV function will have to provide the ability to remove all pre-installed applications.

As the newspaper found out, the draft amendments were published on regulation.gov.ru on April 19, but on April 23, its text was removed.

The Ministry of Digital Development explained that the document is aimed atfinalization by the Federal Antimonopoly Service, Rospotrebnadzor and the Ministry of Economy. They added that the essence of the amendments is to improve the position of applications on the device screen. 

Lead Analyst at Mobile Research Group EldarMurtazin suggested that the document appeared in response to the scandal with Samsung, which at the end of March began installing Russian applications, in particular Yandex services, which could not be removed.

Let us remind you that the pre-installation of Russian applications (16 classes of programs) applies to devices manufactured after April 1, 2021.
