The authors of video content on the network want to control according to the rules of television

The Government Working Group on the Development of Television and Radio Broadcasting proposed to legislatively regulate

the activities of the owners of online content platforms and bring the requirements for them closer to those that are in forcefor broadcasters.

The main reason for such actions is the audienceMore often they watch video content on YouTube or VKontakte services. Work on the concept was suspended due to the coronavirus pandemic, but has now resumed.

Under Internet Content Platforms in Documentunderstand Internet television, news aggregators, social networks, Internet sites and other means of providing access to information, "which in many ways can be attributed to the media, but are not."

The authors suggest:

  • legally oblige service ownersInternet broadcasting to use a single technological platform for the distribution of a package of channels broadcasting on one frequency, which, after the transition from analog to digital TV format, should be available to almost the entire population of the country;
  • determine the legal status of a single measure of television audience and audience on the Internet;
  • to create a unified system for marking audiovisual content with special tags, which will allow collecting and analyzing information about content on the Internet;
  • prohibit traffic prioritization by lawforeign video and music services, but allow telecom operators to provide users with videos from domestic services at better speed and higher quality.

This definition includes "VKontakte",search services Yandex and Mail.ru Group, online cinemas Ivi and Okko and even foreign Facebook and Google, says Director General of the Institute for Internet Research Karen Ghazaryan.
