It seems that users are having problems with the initial version. Todesco releases the third beta version of the jailbreak for iOS 10.1.1.
Update 2:
You should be able to third-party download the IPA file using the Cydia Impactor utility after this utility has been updated to the appropriate version. So, Xcode will not be needed.
