According to the text of the document, owners of operating systems and application stores belonging to them must

will limit the commission to 20%.This applies to both direct app sales and in-app purchases. Part of the amount received in this way should be transferred to a “special fund for training personnel in the field of computer technology.”

The author of the initiative proposes to allow the installation of alternative stores on devices. This will affect, for example, Apple technology owners who have access only to the App Store.

As Tumusov himself explained, the idea of ​​the billappeared after the posts of the founder of Telegram and VKontakte Pavel Durov "about the actual monopoly that exists in the mobile applications market." According to the deputy, Russians should not be afraid that they will “lose their iPhones,” because recently the requirement for app stores to reduce commissions has become a worldwide trend.
