In Russia, Facebook and Twitter will deliberately slow down traffic due to non-compliance with laws

The bill will tighten the liability of foreign Internet companies for failure to comply with Russian

legislation regarding the storage and transfer of personal data, removal of illegal content and non-payment of taxes from activities in the country, a source told the publication.

Proposals for the bill are being prepared by a group of experts headed by the chairman of the specialized commission of the Moscow branch of the Russian Bar Association, Alexander Zhuravlev. 

First of all, the innovations may affect Apple, Facebook and Twitter, which do not fulfill the requirements for storing Russian data on servers inside Russia.

This year, Facebook and Twitter did not pay the increased fines of 4 million rubles issued to them, which should be followed by the maximum fine currently under the Code of Administrative Offenses of 18 million rubles. 

If companies agree to comply with Russian law, they can simplify the registration procedure in Russia and offer incentives for the creation of joint ventures (JV).
