It is assumed that the return of personal income tax will becomea stimulating measure for IT professionals and will increase their personal interest in the implementation of artificial intelligence, the authors of the proposal note. They emphasize that this will require amendments to the Tax Code, and do not specify who exactly should be considered implementing the technology, the newspaper reports.
According to the Computer and Industry AssociationInformation Technology (APKIT), in 2019 there were 845,000 information and communication technology specialists in the country. Of these, 495,000 people worked directly in the IT industry. Their salary is 150,000–350,000 rubles. According to the head of the Big Data department of the IT company KROK, Kristina Proskurina, if the measure for the return of personal income tax is adopted, this will allow employers to raise salaries for specialists, which can increase the competitiveness of domestic companies compared to foreign ones.
