At a meeting of the Expert Council for the Protection of the Rights of Consumers of Financial Services at the Central Bank, it was discussed
In particular, the council proposed to “freeze”transfers of more than 10 thousand rubles on intermediate accounts, and additional identification or the introduction of a fixed PIN code will be required to unblock the transfer.
The experts assessed the initiative positively and agreed with its adoption, but offered to work out the necessary nuances.
Experts also commented on thisabout. Thus, Evgenia Lazareva, project manager of the ONF “For the Rights of Borrowers”, confirmed that the issue of introducing a dynamic escrow account was raised. She offered to work out the details and discuss the work of such solutions, and also recalled that tools that work on the same principle in online stores and ad services show the effectiveness of this approach.
At the same time, Vice President of the Association of Banks of RussiaAlexey Voylukov believes that the initiative will create additional difficulties and costs for banks and customers, since the amount of 10 thousand rubles is quite common in terms of transfers.
