The politician noted that the bill willbe refined taking into account the opinions and experience of industry players. According to Gorelkin, many reacted negatively, fearing that the bill poses a threat to the targeted advertising market. In this regard, the State Duma decided to finalize the wording.

However, the bill states the ability for users to completely turn off recommendations.

“Another stumbling block was the keythe provision on disabling recommender algorithms: the desire of the legislator to return the freedom of choice to the user in which way to consume content was perceived by many as a blow to the basic functionality of their services,” noted Anton Gorelkin.
