The agreement between the two countries was signed in2018. The head of the Rosoboronexport company said that by 2023 Russia will supply all five regiments of S-400 anti-aircraft missile systems under a $5.5 billion contract.

In July, the lower house of Congress removed the contract from sanctions under the Countering America's Adversaries Through Sanctions Act. It is this federal law that provides for the imposition of sanctions on Iran, Russia and the DPRK.
