The Ministry of Transport has prepared a large draft of amendments to the Traffic Rules. new document
All amendments are divided into several thematic blocks.
Changes will affect speed limitsbuses. A speed of 90 km / h outside the city will only be available for seated buses with seat belts. For other categories of buses, the maximum permitted speed is 70 km / h. The road sign "Bus traffic is prohibited" will come into use. The buses that carry children will be equipped with orange beacons.
In addition, restrictions are also imposed on fundsindividual mobility - SIM. The changes will affect owners of electric scooters, unicycles, Segways, skateboards, roller skates and similar vehicles. When driving together with pedestrians, the speed limit will be 20 km/h. Using personal mobility aids while intoxicated will be prohibited by law. Children under seven years of age will be able to move only if accompanied by adults. Children over 14 years of age will be able to use bicycle zones, bicycle lanes, and sidewalks, but if they are not available, they will be able to ride to the right edge of the roadway or to the side of the street, provided that they have a SIM card brakes, lights and reflectors.
The new rules will also affect tinting. The new edition of the requirements will refer to GOST 33997 2016: the limit for the windshield and side front windows is 70%, for the rest with side mirrors it is not standardized.
Also, the new version of the rules will categoricallyparking on the safety islands is prohibited. The zone of validity of the “Stop prohibited” sign will end after the “Parking” sign. At the moment, the absence of such a limitation generates many formal conflicts.
The proposals of the Ministry of Transport have already been criticized by experts of the Public Chamber.
"Union of Pedestrians", in particular, believes that onAt speeds of 20 km / h, an electric scooter can seriously injure pedestrians, and you can only ride outside sidewalks. The traffic police also have remarks: they believe that users of skates, skateboards and other devices should be classified as pedestrians, as they are now, and obey the relevant rules. However, the Ministry of Transport does not agree with this: officials are confident that on a scooter or skateboard, you can accelerate at a speed that can knock a person down. That is why there is an urgent need to adjust their movement. As a result, the final decision on whether to adopt a new package of amendments will be made by the government.
