Most likely, both rumors are false. It is unlikely that iOS 13 will cease to support iPhone SE and iPhone 6, since Apple usually optimizes its updates not for specific devices, but for processor models.
If iOS 13 will not support the A8 processor(iPhone 6 / Plus), then it makes no sense to remove support for iPhone SE with the newer A9 processor. Moreover, iPod touch 6th generation also has an A8 processor, which in theory should not be supported.
Apple's official list of supported iOS 12 devices is the same as supported iOS 11 devices.
