Biden Administration Announces New Restrictions on Sales of Semiconductor Technology
The United States is trying to control the advanced computing and semiconductor technologies needed for China's military and economic goals.
The package of restrictions unveiled by the US Department of Commerce is largely intended to slow down the progress of China's military programs.
Companies will no longer be allowed to ship toChina's advanced computing chips, chip manufacturing equipment and other products, unless they receive a special license. Most such licenses will be denied, although some shipments to facilities operated by US companies or allied countries will be considered on a case-by-case basis, a senior administration official said at a briefing on Thursday.
Liu Pengyu, spokesman for the Chinese Embassy inWashington, said the US is trying to "use its technological superiority as an advantage to contain and suppress the development of emerging markets and developing countries."
Perhaps the most important is thatThe Biden administration has also imposed sweeping international restrictions that will bar companies anywhere in the world from selling chips used in artificial intelligence and supercomputing to China if they are made with American technology, software, or hardware. A total of 28 Chinese companies will be subject to restrictions.
