What is known
In September 2022, OpenAI sent Europeanofficials a document called “OpenAI White Paper on the European Union Artificial Intelligence Law”. It contained a number of proposals that were later included in the final text of the law.
Previously, parliamentarians proposed consideringGeneral purpose AI systems as “high-risk” technologies. Instead, the harmonized law introduced the concept of suppliers of so-called “base models”, which are subject to significantly fewer requirements.
The company also opposed the amendment, whichclassified generative technology systems as "high risk". The company argued that relying instead on another part of the law that requires providers to label AI content would be sufficient.
In other sections of Belayabooks” OpenAI pushed for amendments to allow developers to quickly update their systems for security reasons without having to undergo a lengthy assessment by EU officials.
The company confirmed the existence of the document. According to an OpenAI spokesperson, the review was provided at the request of EU politicians.
