Roskomnadzor (RKN) intends to request personal information from new users of social networks and instant messengers
According to the new regulation, online platformsare required to obtain extended consent from users for data processing through their own platform or a unified information system - EIS - RKN. In the second case, the information will be verified through the State Services portal. It is worth noting that in this case, the personal data of users will, if necessary, be transferred to other departments.
Posted for public commenton the regulation.gov.ru portal on March 23. The system will be used, among other things, to identify users of social networks and messengers by passport.
New regulation is being discussed as part of the amendmentsto the Law “On Personal Data”. According to them, from July 1, Internet platforms will have to obtain additional consent from citizens to process information through their platforms or the RKN system.
The data will be controlled through the portal, with which the EIS will be integrated to collect consent for the processing of publicly available personal data.
When registering through the EIS, the user will have toprovide all your personal data. Including last name, first name and patronymic, actual address of residence or registration, telephone number and e-mail address. The next step will be to verify personal data through the State Services associated with the Roskomnadzor system.
Officially, the innovations should serve to protect the data that citizens provide when using certain services.
Back in 2017, deputy Vitaly Milonov suggested registering new users of social networks with a passport. Then the authorities did not support the project.
