The definition of a social network includes all sites whereyou can create personal pages, as well as share information in Russian, provided that the number of site visitors is more than 500 thousand users from Russia. If the number of users within three months is less than this number, then the social network will be excluded from the register at the request of the owner (without a statement - only if there are fewer visitors within six months).
Resource moderators and administrators will have to check the content to block illegal information. Illegal content means:
- Pornography with minors,
- Information that induces children to take life-threatening actions
- Data on the manufacture and use of drugs,
- How to commit suicide and calls for it,
- Information defaming people on the basis of gender, age, race or nationality, language, attitude to religion, profession, place of residence, work and political convictions,
- Statements expressing "clear disrespect" for society, the state, official state symbols, the Constitution of the Russian Federation or state authorities,
- Advertising of distance selling alcohol and online casinos.
Social networks will additionally oblige to reveal informationinsulting the authorities and state symbols of the country, calls for mass riots, extremism and participation in uncoordinated protests.
According to the new bill, the hosting provider will be required to provide the department with information about the owner of the social network within three working days from the date of receipt of the relevant notification.
