Twitter says new video uploads will look less pixelated and have better
Twitter told the source it had removed the steppre-processing when loading videos, which was the cause of the problem. This step broke the clip you were trying to upload into smaller pieces for easier processing, which reduced the quality of the video.
The company told the publication that the changes have not yet been madetook effect in Twitter Media Studio – a tool that gives you access to all the media you've ever downloaded. Additionally, while the improved video quality is expected to be available to everyone, it will only apply to new video uploads and will not be retroactively applied to older ones.
Here is an example of a new download with improved quality:

Some people say that practically nonoticed a difference to what they had before, others noted less compression in full screen mode and faster adjustments when switching screen sizes. The quality is still not comparable to HD videos hosted on YouTube, but it looks decent enough. In 2019, Twitter also made changes to the way JPEGs are loaded to prevent their quality from being degraded after posting.
