Jailbreak iOS 13 - iOS 13.3.1 is already available in the form of the Checkra1n tool, but it only supports iPhone X and later. The Unc0ver tool team will update it so that it supports the new iPhone 11 with the iPhone XS. It is important to note that the tool will only support iOS 13.3, but not iOS 13.3.1.

If you plan to install jailbreak onyour iPhone, but have already updated it to iOS 13.3.1, then roll back to iOS 13.3 as soon as possible while it’s still possible. The tool will only support iOS 13.3, so you should have exactly this version, not a newer or older one.

Unc0ver development team uses Brandon Azad's new tfp0 exploit for jailbreak iOS 13.3. Cydia is already working properly on A13 devices, so everything is moving fine in this regard.

Like Checkra1n, the Unc0ver jailbreak for iOS 13 - iOS 13.3 will be semi-tied, so you need a computer to install it. However, this is a very small inconvenience, which is definitely worth it.
